A Nov. 4 ballot measure that would mandate a large increase in California's renewable energy usage is in violation of a state law on robocalls.
Shaun Dakin, who is attempting to create a national do-not-call registry for political calls, said he's received 13 complaints about robocalls from the Public Media Center backing Proposition 7.
That measure would mandate that 50 percent of all energy generated in the state would come from renewable energy by 2025.
Under state utilities law, robocalls of the kind the center has done are illegal, though violation of the law is rarely enforced. Dakin said the Public Media Center has not responded to his requests to stop the calls.
In a Sept. 26 robocall from the center, the person called was very angry because the call was made to a private cell phone number. The person, who was identified only as "Brandon" in a complaint form submitted to Dakin's group, Citizens for Civil Discourse, noted that the call came during peak billing hours as well.
Politicians and advocacy groups for and against ballot measures are generally unaware of the law, which was enacted in 2002. The law includes fines of $500 for each violation.
